MEETING MINUTES
Current Business
Grant Reports - Kelly
● Organizational Capacity Grant Submission: On Friday September 26, 2025, Kelly submitted a grant application for an Organizational Capacity Grant to the Animal Assistance Foundation for $36,718.00. If awarded (in full or partially), the funds will support:
Staff training and education
Repairs and upgrades to outdoor kennels, dog runs, and the play yard drainage system
Resealing of the cement floors in the shelter and outdoor kennels
Installation of a storage shed
Expansion of security camera coverage to include the cat house, outdoor kennels, and the rear of the facility
o Project prioritization is outlined in the grant proposal and will be essential if only partial funding is received.
Future Shelter Discussion:
o Laycie informed the group that Lisa Piering, Interim Town Manager, has expressed interest in pursuing a loan for a new shelter facility.
o A walk-through video was suggested to present to the town council, as some members have never visited the shelter in person.
o The group discussed the serious community impact if the shelter were to shut down:
Possibility of switching to a Running at Large (RAL) model
If fully shut down, animals would be left on the streets without capture or containment services — including vicious or dangerous dogs
● Public Perception Concerns:
o Haley expressed concern that the community lacks an accurate understanding of the shelter’s role and services.
o Increasing public awareness and education may be necessary moving forward, depending on the Town’s decisions for the future of the shelter .
Grant Request & Reporting Forms - Christen
Christen is developing standardized, fillable forms for:
o Grant requests & Periodic reporting
These forms will help streamline internal processes and ensure consistency in how information is collected and submitted for board review and funding applications.
Periodic reports are due soon and Christen will need specific information from the shelter staff to complete these reports.
Shelter Donations, Events, and Social Media - Haley
August Donations & Adoptions:
Donations covered adoption fees for four animals in August — three from designated donations and one from the general fund.Donation Jars: Approximately $90.00 was collected through donation jars this month. o Haley will collect jars from participating local businesses next week.
● Requested Shelter Purchases:
EZ Nabber (~$175) requested by Laycie to help humanely capture and hold cats for medical care. Also, two stainless steel litter boxes also requested; these are more sanitary and do not retain odors like plastic alternatives. The board agreed that both items are reasonable and necessary purchases. Haley will review donation funds to confirm affordability before purchasing.
● Donations at Septemberfest: Over $400 was raised through donations and raffle tickets.
● Oktoberfest Raffle: Five prizes will be available for the raffle drawing.
● Potential November Event: A booth may be set up at Tractor Supply, and the shelter would like to feature adoptable animals.
● Online Halloween Pet Contest: Community members will be invited to post halloween/ fall themed photos of their pets and Tractor Supply will donate prizes for the winners. 4R Animals plans to publicly recognize Tractor Supply's generosity.
● Community Collaboration: TJ (Tractor Supply) and 4R Animals met to explore collaborative opportunities that benefit both organizations.
● Donations from The Fur Factory: Angie Shepherd has donated two free pet groomings for Octoberfest and one for the Christmas Craft Fair.
NEW BUSINESS
Meeting Schedule Changes: October and November meetings are canceled. Starting in 2026, meetings will shift to a quarterly schedule.
Next General Meeting: December 15th at 6:30 PM at The Gathering Place.
Shelter Update: The shelter is currently housing 7 dogs, 1 cat, and 3 kittens.
