MEETING MINUTES

Current Business

Grant Report – Kelly

Kelly reported on the Animal Assistance Foundation Organizational Capacity Grant, titled Infrastructure Improvement for Animal Welfare. The organization requested $36,718 and was awarded $3,000. The request included replacement and repair of outdoor kennels, demolition of a wooden shed and replacement with a metal shed, re-sealing kennel floors, upgrades to play yard drainage, and a security camera system upgrade. Kelly will meet with Laycie after the holidays to determine priority projects for use of the awarded funds.

Kelly also reported plans to apply for the Colorado Pet Overpopulation Fund to support spay/neuter services and medical expenses for shelter animals. Last year’s award totaled $8,000, with $630.24 remaining to be spent by March.

Don commended the successful grant awards but questioned whether the Town provides any in-kind contributions. Kelly confirmed that neither grant requires in-kind funds. Don expressed concern that if 4R Animals is securing significant funding, the Town should contribute matching funds to improve shelter conditions. Discussion followed regarding potential fire and health hazards at the shelter.

Marketing Report - Haley

Haley reported that fundraising efforts and donation jars combined with grants have generated over $11,000 to date. Final financial reports will be completed by year-end.

Most funds have been spent directly on shelter animals, with $2,500 retained in the 4R Animals account for emergencies, including funding prior to public donations.

Donations from the last 3 months were used for the following:

●  $605 for food, treats, toys, and collars (Amazon)

●  $346 for detergent, live traps, and covering adoption fees
Haley thanked the community for its generosity through donation jars and fundraising events, including Septemberfest, Oktoberfest, and the Holiday Craft Fair. The Blanket Drive concludes tomorrow, with a drop-off bin located at Tractor Supply.

● Kelly reported that an anonymous donor contributed over $400 in dog and cat food, and another anonymous donor donated $100 to 4R Animals. Haley added that Tractor Supply has been highly supportive by donating space for the blanket drive, food, and partnering in fundraising efforts.

News and Financials – Christen

●  December donation jars collected $273

●  Oktoberfest raised $60

●  December Craft Fair netted $300

●  2025 financial statements are being prepared and will be distributed to the Board in January.

●  Christen announced she will be stepping down as president, and Haley will be moving to Florida by February, creating two upcoming Board vacancies. Jessica Palmer has agreed to assume Haley’s role as Marketing Director. Haley will begin training Jessica after the New Year and will accompany her to change out donation jars next week. Christen is actively seeking a new Board President.

●  The Board expressed appreciation for Christen’s and Haley’s significant contributions to the organization and the community.

DISCUSSION AND PUBLIC INPUT

Don expressed disappointment regarding Christen’s and Haley’s departures and concern over limited Town Council engagement. He questioned how Town funds are being allocated if grants cover medical costs and donations cover food and supplies. Discussion followed regarding the lack of progress on constructing a new shelter despite strong economic conditions in past years. He questioned why a shelter was not actively pursued during times of economic upswing.

Kelly stated that ongoing grant applications are intended to build relationships with funders and position the organization for a future capital grant, ideally in partnership with the Town of Rangely. A new shelter, particularly in a new location, could attract additional staff, visitors, and adopters.

Don expressed frustration with the lack of response from the Town Council. Rhonda raised questions about PACFA regulations and why earlier shelter plans were abandoned. Don suggested meeting with the new Town Manager to present concerns and potentially placing a new shelter proposal on the ballot, including a mill levy request. Further discussion ensued.
