General Meeting Minutes- July 2025

MEETING MINUTES
Current Business
Haley Reported on the following items:
Next Year Meetings: Thinking of having meetings be bi-monthly or quarterly next year to space out the times.
Last Months Donations - $320.00 Amazon and Chewy Orders providing cat food, toys, beds, collars, & treats to the shelter.
Donation Jars - Collected $250 this month, Haley will get with Laycie for ordering purposes for needs for this month. Current highest contributing location for donation jars is the Dollar General.
Dog Days of Summer Photo Contest - Held contest on Facebook, board selected 3 winners and each received a $25.00 tractor supply gift card.
Haley is meeting with Tractor Supply soon to talk about potential partnerships. We may also host another online photo contest in the fall to gain more involvement through social media.
Christen reported on the following items
Saturday in the Park: Christen brought back up the Saturday in the park idea, mentioned that we measured the fence at the baseball fields outside of the rec center (which is almost 6 feet tall) and that we she spoke with Tim Webber who said he could assist with closing off the area. Christen asked if we could take the dogs one by one for free running time off leash to let out their energy. 4R Animals would provide water, shade, toys, the volunteers, etc. Tim Webber had agreed that the grass could be cut prior to us bringing the dogs there. Laycie said with upcoming events that they do not have a ton of time (due to their jobs and personal lives) because they are only allotted a certain amount of time per week to work. Doing anything on a weekend is difficult for them. Laycie said she doesn’t think that with all of their events coming up they won’t really have time until after Octoberfest. However is was mentioned that a volunteer can at anytime come and get a dog and follow the rules and take a dog for a whole day to do whatever with them - but the dogs have to stay on a leash the entire time (which is municipal code). The exception is if the dog is on private property fully fenced in. Vicki Striegle then mentioned she has a large enclosure on her property and offered it up to 4R Animals to use. Christen to get with Vicki on making this work. Laycie and Kaitlyn would have to stop by and make sure that that space would work. It would work best to provide the shelter with a schedule ahead of time for dates and times we could take the dogs. Laycie mentioned they just had a mass surrendering to the shelter.
Kelly reported on the following items
Grant/ Funds Update: 4R Animals just sent first check to the Town of Rangely to reimburse for spay/neuter and medical (it was a little over $1,400.) Kelly is just waiting on invoices for next quarter reimbursement.
Posting Photos of Shelter Animals: Would be great to get videos online of people interacting with the dogs. If we could show the dogs personality online it would make them more adoptable. Would love to figure out some more creativity. Biggest issue has been date and time to get this done together (the board in partnership with the shelter). Haley to send an email with dates and times available and shelter to select a date and time to work to gather pics and videos in person.
Organizational Capacity Grant: Kelly looking to apply for a new grant, but needs some feedback from the shelter on what looks needed. 4R animals would like to see volunteer and tech training. Shelter said they have free trainings for techs from the ASPCA that are shelter and training specific, they just have not found the time yet to use these. Grant can also be used for hardware or software for computers, but shelter just got new software for adoptions that is working great. They just got internet at the shelter installed. Haley mentioned we can also look into grants for things that the shelter may always need (food, leashes, etc.). Kaitlyn mentioned looking for TNR grants as the town no longer supports that through their funding. Techs at the shelter- Kelly brought up that the techs seem overwhelmed but are unwilling to delegate things to the volunteers. Can we do anything about this to let the techs know that volunteers are willing to help more that what is currently happened.

Laycie went over current animals at the shelter, she got approval from Ti to discount adoption fees for 5 puppies at the shelter.
Haley asked about used items to donate to the shelter (cat trees, etc.) Kaitlin said according to PACFA the rules on donations they can accept are super strict and limit what they can allow.
Kaitlyn and Laycie talked about PACFA rules for the shelter and home inspections as well as the animals they will be taking to national night out. Then discussed the set up and what is needed for national night out as well as the 4R Animals booth and rules for walking dogs at the event. Also discussed items for Haley to order for the shelter for the event. 4R Animals will be sponsoring the first 3 adoption fees at the event & shelter in general.
Discussion of volunteer schedule to be posted - Kelly Christian to lead on.
No more techs are being hired at this time due to the hours allotted.
