MEETING MINUTES
Minutes were reviewed, but not approved at this time due to a lack of quorum.
FINANCIAL REPORT
Kelly presented in place of Vicki on the current balances for the organization’s accounts:
General Fund: $2,653.74 with a pending deposit of $272.51
Grant Fund: $11,000.00
Kelly asked Laycie to remind the Town that she needs invoices to reimburse them for the shelter’s medical expenses.
Jessica has placed an Amazon order for $199 and there will be $188 due to the post office in July for the PO box.
GRANT REPORT
Kelly reported that the shelter has now purchased a metal storage shed after the demolition of the old wooden storage shed. The shed was recently demolished per PACFA requirements. Laycie said that the new shed will be placed outside of the chain link fence to allow for more room for the dogs in the yard. The shed is due to be delivered this week.
MARKETING AND SOCIAL MEDIA REPORT
Jessica presented the quarterly marketing report that included the spring donation and adoption promotionals. The donation jars continue to be a success. Jessica would like to move from having all one dog on the jars to having all dogs represented on different jars with the idea that the community will have a better idea of what dogs are supported by their donations. Website metrics, audience engagement and recent content posts were discussed.
It was decided to move forward with the Dog Days of Summer social media promotion because of the success of this campaign last summer. Discussion ensued and it was decided that the winners of this will win a gift basket of dog treats and small supplies.
ANIMAL ASSISTANCE FOUNDATION SITE VISIT
On May 12, 2026, Anna and Christen from the Animal Assistance Foundation in Lakewood, CO visited the Rangely Animal Shelter. This foundation has provided grant funds for use by the shelter. They toured the facility and discussed future needs and grant opportunities.
SHELTER REPORT
Laycie reported the following current shelter statistics:
9 dogs housed in the shelter with 1 recently adopted
11 cats housed in the shelter, all are kittens except for one
Laycie reached out to Humane Colorado in Denver and they may be interested in taking Mika and Wilbur but require medical records and videos of their interaction with other dogs before they will accept them.
Laycie and Katelyn will be attending the Animal Welfare Conference in Denver in August and plan to take the state certification test following this conference.
Laycie applied for funding through Humane Colorado and successfully received $5,000 to be used for a trap/neuter/release program for feral and stray cats in Rangely.
The shelter has hired a new tech. Recently, Laycie and Katelyn have been rotating shifts to cover the shelter hours. Because of this staffing shortage, they are at the shelter at 3:30 p.m. for any volunteers that care to walk in the afternoons, however 8:00-8:30 a.m. is also a good time for volunteers to arrive.
OLD BUSINESS
Substance Abuse and Mental Health Services Administration (SAMHSA) grant program focused on at-risk youth. Jessica suggested the possibility of engaging participating youth as volunteers at the shelter, helping connect them with shelter animals. Details have not yet been developed and would require further planning.

Although the shelter was nominated, this award never came to fruition.
Plan of Action
Keep projects manageable and attainable
The present board members decided that Septemberfest and the Christmas Craft Fair will be the two main money making events and will focus on a volunteer drive and a membership drive.
Social media presence focused on transparency and how community donations are used.
Campaign ideas: 4R Animals member drive and a volunteer drive.
Fundraising efforts
Donation jars - Jess will continue to change these jars out and will post new photos of the shelter dogs on them
The two fundraisers will be Septemberfest and the Christmas Craft Fair
The Board would like to have local donations for the raffles at these two events.
Ideas for benefactors for this event are Cool Cravings, Tractor Supply, Sweetbriar, True Value, The Trading Post and possibly the grocery store and gas stations.
NEW BUSINESS AND ACTION ITEMS
Kelly will set up a time in the near future to report the status of 4R Animals to the Town Council.
The Rangely Public Library will be the new site for future 4R Animals meetings.
